
Battelle Technology Partnership Practice

Battelle is the lead technology workforce entity collaborating with the Office for Workforce Competitiveness (OWC) to develop and design the CCC initiative. Battelle provides day-to-day technical support, facilitation, and policy development services for OWC. Specific activities include forming regional partnerships, managing the development of information systems, overseeing curriculum development efforts and experiential learning activities, and developing other key initiatives for future piloting and implementation.

Connecticut College of Technology Regional Center for Next Generation Manufacturing (COT RCNGM)

The COT RCNGM addresses the need for highly skilled workers in next generation technologies by building programs that provide resources to educators and students. COT was legislatively created and is a virtual organization representing technology curriculum geared toward engineering and technician education offered at Connecticut’s 12 community colleges. COT’s unique infrastructure provides career pathways with multiple points of entry and exit that culminate in credit certificates as well as Associate of Science and Bachelor of Science degrees in engineering and technology. These pathways seamlessly articulate to one of six four-year partner universities.

Connecticut Education Network

The Connecticut Education Network (CEN) is America’s first statewide K–12 and higher-education network to be built exclusively using state-of-the-art fiber optic connections. Operating at speeds 1000 times faster than a home broadband connection, the CEN provides incredible access to the Internet, the next generation Internet2, iCONN (Connecticut’s research engine), and thousands of other resources exclusively targeted to students, teachers, researchers, and administrators in Connecticut’s education institutions. Every K–12 school district and higher education campus now has a fiber-optic-based connection that enables students, educators, and staff to take advantage of multimedia learning resources, research tools, and online administrative activities. Many public libraries are also connecting to the network.

Connecticut Pre-Engineering Program (CPEP)

Launched in 1986, CPEP was designed and implemented to address the growing need to identify, inspire, and ignite the desire of underrepresented youths to pursue careers in engineering. In order to align the programs/curricula with the ever-increasing need for the United States to build a robust pipeline of students pursuing STEM careers, CPEP has moved from a primary focus on engineering to a view that includes the full breadth of STEM activities. Therefore, the experience is now more encompassing for students than in previous years and even more appropriate for their success in the 21st century. CPEP’s mission is to help underrepresented students explore, prepare for, and reach their full potential in science, technology, engineering, and math. This mission is accomplished by delivering extraordinary hands-on, out-of-school programs that ignite the intellectual curiosity of students, and channel that curiosity into the potential pursuit of STEM careers.

EDUCATION CONNECTION

EDUCATION CONNECTION was established under Connecticut Statute 10-66, a-m, and is governed by a Board of Directors comprised of members from local Boards of Education. Its mission as the regional educational service center in western Connecticut is to promote the success of school districts and provide educational and related services. It has the distinct honor of being the only public education agency nationwide to receive the Blue Chip Enterprise award from Connecticut Mutual and the United States Chamber of Commerce. In 2001, EDUCATION CONNECTION was the first pilot site for the Connecticut Office for Workforce Competitiveness/CCC Initiative. EDUCATION CONNECTION has a successful 40-year history of working with school districts to develop and manage a variety of urban and suburban K–12 school programs. The staff has engaged thousands of students and teachers through a variety of high-quality STEM curricular and co-curricular opportunities. Over the past decade, the EDUCATION CONNECTION staff has also formed a strategic alliance with Connecticut’s College of Technology.

The Office for Workforce Competitiveness

The Office for Workforce Competitiveness (OWC), created by Executive Order No. 14, focuses on the need to prepare Connecticut’s workforce for the rapidly changing and competitive economy of the 21st century. The OWC is directed by Mary Ann Hanley, who is appointed by, and reports directly to, the CT governor and serves as her/his principal advisor on workforce investment matters as well as chairing the Jobs Cabinet. In this capacity, she is authorized to draw upon officials from any state agency for temporary assignment to the OWC, as well as to call upon any office, department, commission, or other agency of the state to supply such reports, information, and assistance as may be necessary or appropriate in order to carry out Executive Order No. 14. The OWC also establishes a small full-time staff capability to support both the Connecticut Employment and Training Commission (CETC) and the governor’s Jobs Cabinet.
